Сьогодні наша увага прикута до півдня України, де розгортається масштабна рятувальна операція після теракту росії на Каховській ГЕС.
Небачена для Європи рукотворна катастрофа. Спланована, цинічна, розрахована на те, щоб завдати мирним людям та нашій країні якнайбільших втрат.
З перших годин після підриву росією Каховської ГЕС вживаємо заходів для допомоги українцям. Уряд виділив сумарно 2,4 млрд грн для забезпечення водою жителів Херсонської, Миколаївської, Запорізької та Дніпропетровської областей. Будемо швидко будувати нові магістральні водогони.
Працює штаб з ліквідації наслідків аварії на чолі з головою МВС. Задіяно 1400 осіб та 345 одиниць техніки. На Херсонщині розгорнули 9 евакуаційних пунктів, евакуювали станом на сьогодні 2,3 тис. людей, організували підвіз питної води. Надаємо постраждалим всебічну, зокрема психологічну допомогу.
Дякую кожному та кожній, хто долучений до рятувальних заходів. Вдячний волонтерам, благодійникам, усім регіонам та громадам, які допомагають. Бачимо надзвичайний рівень солідарності українців. У цій єдності наша сила та запорука нашої перемоги.
Також закликаємо світ реагувати на катастрофу Каховської ГЕС діями, а не словами.
По-перше, визнати очевидне – саме росія є відповідальною за підрив. Покарання терористів за порушення законів і звичаїв війни та за екоцид буде невідворотним. По-друге, закликаємо до інтенсивної допомоги Україні, щоб мінімізувати наслідки катастрофи. Дякуємо тим, хто це вже робить. По-третє, важливим є втручання міжнародних організацій: ООН, Червоного хреста та інших для порятунку тих, хто зараз в окупації.
На лівобережній Херсонщині ситуація критична. Окупанти не рятують цивільне населення, блокують виїзд людей із зони лиха та стріляють їм у спину.
Також учора в розпал евакуації російські терористи масовано обстрілювали Херсон та область. Крили вогнем людей, яких тільки-но врятували з водяної пастки. Під удар потрапили жертви повені, рятувальники та лікарі. Ворог вкотре довів, що цінності людяності та гуманізму абсолютно чужі для нього.
Підрив Каховської ГЕС матиме тривалі далекосяжні наслідки. Наразі, за даними Міндовкілля, екологічні збитки обчислюються в розмірі більше 55 млрд грн. Це попередні, не остаточні цифри.
Затоплені також величезні масиви сільськогосподарських земель. За даними Міністерства аграрної політики, 10 тисяч гектарів — лише на Правобережжі. Після сходження води потрібно відновлювати ґрунти та понад 30 систем зрошення. Необхідно переглядати попередні розрахунки щодо потреб України на відбудову. Лише відновлення ГЕС, за попередніми даними «Укргідроенерго», коштуватиме орієнтовно 1 млрд євро. Ще стільки ж коштуватимуть інші супутні роботи.
Днями ми домовилися зі Світовим банком про швидку оцінку збитків і потреб від цієї катастрофи спільно з міжнародними партнерами.
Це виклики, на які Україна та партнери повинні реагувати синхронно. Ми говоримо не про втрати України, ми говоримо про втрати Європи. Відлуння теракту на Каховській ГЕС докотиться до всіх куточків континенту. Тому спільні загрози потребують спільних дій.
Працюємо злагоджено та ефективно для нашої спільної перемоги. Щодня вона стає ближчою.

Today, our attention is drawn to the south of Ukraine, where a large-scale rescue operation is underway after the Russian terrorist attack on the Kakhovskaya HPP.
An unprecedented man-made disaster for Europe. Planned, cynical, calculated to cause the greatest possible losses to peaceful people and our country.
From the first hours after Russia blew up the Kakhovskaya HPP, we have been taking measures to help Ukrainians. The government allocated a total of UAH 2.4 billion to provide water to the residents of Kherson, Mykolaiv, Zaporizhzhia, and Dnipropetrovsk regions. We will quickly build new water mains.
The headquarters for liquidation of the consequences of the accident, headed by the head of the Ministry of Internal Affairs, works. 1,400 people and 345 pieces of equipment were involved. 9 evacuation points were deployed in the Kherson region, 2.3 thousand people were evacuated as of today, drinking water was organized. We provide comprehensive, in particular psychological, assistance to the victims.
Thank you to everyone involved in the rescue efforts. I am grateful to volunteers, benefactors, all regions and communities that help. We see an extraordinary level of solidarity among Ukrainians. In this unity is our strength and the guarantee of our victory.
We also call on the world to respond to the Kakhovskaya HPP disaster with actions, not words.
First, admit the obvious – it is Russia that is responsible for the detonation. Punishment of terrorists for violating the laws and customs of war and for ecocide will be inevitable. Secondly, we call for intensive assistance to Ukraine in order to minimize the consequences of the disaster. Thanks to those who are already doing it. Thirdly, the intervention of international organizations: the UN, the Red Cross and others to save those currently under occupation is important.
The situation is critical in the left-bank Kherson region. The occupiers do not save the civilian population, they block the exit of people from the disaster zone and shoot them in the back.
Also yesterday, in the midst of the evacuation, Russian terrorists massively shelled Kherson and the region. People who had just been rescued from a water trap were covered with fire. Flood victims, rescue workers and doctors were hit. The enemy once again proved that the values of humanity and humanism are completely foreign to him.
The undermining of the Kakhovskaya HPP will have long-term, far-reaching consequences. Currently, according to the Ministry of Environment, environmental damage is estimated at more than UAH 55 billion. These are preliminary, not final figures.
Vast tracts of agricultural land were also flooded. According to the Ministry of Agrarian Policy, 10,000 hectares are on the Right Bank alone. Soils and more than 30 irrigation systems need to be restored after the water recedes. It is necessary to review preliminary calculations regarding Ukraine’s reconstruction needs. According to preliminary data from Ukrhydroenergo, only the restoration of the hydroelectric power station will cost approximately 1 billion euros. Other related works will cost the same amount.
The other day we agreed with the World Bank on a rapid assessment of damages and needs from this disaster together with international partners.
These are challenges to which Ukraine and partners must respond synchronously. We are not talking about the losses of Ukraine, we are talking about the losses of Europe. The echoes of the terrorist attack on the Kakhovskaya HPP will reach all corners of the continent. Therefore, common threats require joint actions.
We work harmoniously and efficiently for our common victory. She is getting closer every day.
