27 грудня рф планує провести неформальне засідання Ради безпеки ООН за так званою «формулою Аррія». Оголошена назва заходу: «10 років Євромайдану в Україні: крок у прірву».
«Формула Аррія» — це формат неформальних зустрічей, на якому представники країн можуть провести відвертий обмін думками. На них не діють жорсткі процедурні правила, і залучаються учасники, які не дотичні до дипломатичної роботи. Тобто люди, «яких корисно було б заслухати». Разом з тим, цей формат справді буває корисним, коли дипломати мають відверто обговорити неоднозначні питання поза офіційних процедур.
У межах засідання росіяни ще раз спробують «донести» до слухачів традиційні наративи про «неонацистську природу київського режиму та його збройних формувань». Також серед озвучених тем: «історія нацизму в Україні та його сучасний стан», «злочини націоналістичних батальйонів проти мирного населення на сході та півдні України».
Документ, представлений на адресу Генерального секретаря ООН, також не містить «свіжих» ідей і повторює традиційні формулювання російської пропаганди. Центральне повідомлення «презентації»: «інспірування Євромайдану з боку країн заходу та США». Відповідно, розв’язана війна виправдовується планами «захистити мирне населення на сході та півдні України».
Втім, цього разу росіяни запропонували певне «ноу-хау». В якості запрошених гостей, «яких корисно було б заслухати», виступають міністр внутрішніх справ часів януковича – віталій захарченко, один з командирів «беркуту» – дмитро сабіна, а також російські пропагандисти – максим григор’єв та михайло хазін. Вестиме засідання постійний представник рф в ООН василь небензя.
Загалом, інтерес до анонсованого заходу з боку членів Ради безпеки ООН вкрай низький. Більшість з них буде представлено так званими «експертами». Тобто, радниками чи другими секретарями. Вони не налаштовані «корисно слухати» захарченка, натомість мають намір висловити позицію своїх держав щодо «реального стану справ».
Схоже, що сам захід розрахований здебільшого на «внутрішню» російську аудиторію, оскільки інтерес з боку міжнародних медіа знаходиться практично на нульовому рівні. Трансляція планується хіба що на деяких web-сторінках та в соцмережах.
Відтак, російська дипломатія остаточно перетворюється на генератор божевільних ідей, які ніхто в світі не сприймає всерйоз. Вочевидь, засідання є частиною програми «виборів путіна», які заплановані на березень 2024 року.
На думку російських пропагандистів, електорату буде корисно знати, що тези щодо виправдання війни в Україні звучатимуть в стінах ООН. А «інтимний» неформальний статус дозволить позбутися в’їдливих коментарів міжнародних дипломатів щодо чергової маячні про «бойових комарів» та «американські біолабораторії».

On December 27, the Russian Federation plans to hold an informal meeting of the UN Security Council according to the so-called “Arria formula”. The announced name of the event: “10 years of Euromaidan in Ukraine: a step into the abyss.”
“Formula Arria” is a format of informal meetings where representatives of countries can have a frank exchange of views. They are not subject to strict procedural rules and involve participants who are not related to diplomatic work. That is, people “whom it would be useful to listen to.” However, this format is really useful when diplomats need to openly discuss controversial issues outside of official procedures.
During the meeting, the Russians will once again try to “convey” traditional narratives about the “neo-Nazi nature of the Kyiv regime and its armed forces” to the listeners. Also among the topics voiced: “the history of Nazism in Ukraine and its current state”, “crimes of nationalist battalions against the civilian population in the east and south of Ukraine.”
The document presented to the Secretary General of the UN also does not contain “fresh” ideas and repeats the traditional formulations of Russian propaganda. The central message of the “presentation”: “the inspiration of the Euromaidan by Western countries and the USA.” Accordingly, the unleashed war is justified by plans “to protect the civilian population in the east and south of Ukraine.”
However, this time the Russians offered a certain “know-how”. Vitaly Zakharchenko, Minister of Internal Affairs during Yanukovych’s time, Dmytro Sabina, one of the commanders of the “Berkut”, as well as Russian propagandists Maxim Grigoriev and Mykhailo Khazin, are invited guests, “whom it would be useful to listen to”. The meeting will be chaired by the Permanent Representative of the Russian Federation to the UN Vasyl Nebenzia.
In general, the interest in the announced event on the part of the members of the UN Security Council is extremely low. Most of them will be presented by so-called “experts”. That is, advisers or second secretaries. They are not in the mood to “usefully listen” to Kharkchenko, instead they intend to express the position of their states regarding the “real state of affairs”.
It seems that the event itself is designed mostly for the “domestic” Russian audience, since the interest from the international media is almost at zero level. The broadcast is planned only on some web pages and in social networks.
Therefore, Russian diplomacy finally turns into a generator of crazy ideas that no one in the world takes seriously. Apparently, the meeting is part of the “Putin’s election” program, which is scheduled for March 2024.
According to Russian propagandists, it will be useful for the electorate to know that theses regarding the justification of the war in Ukraine will be heard within the walls of the UN. And the “intimate” informal status will make it possible to get rid of scathing comments of international diplomats regarding yet another delusion about “war mosquitoes” and “American biolaboratories.”
